Mapping the progress towards Sustainable Development Goal 5.c – gender equality in policy and advocacy activities in Tulcea, Romania aimed to provide an analysis on the implementation of the Sustainable Development Goal (SDG) 5 from the 2030 Agenda at the county level in Tulcea and nationally. The research focused on how gender perspectives are integrated into public policies, by eliminating all forms of discrimination between women and men (economic, social, political, cultural), reducing socio-economic disparities based on gender, and narrowing the gap between Romania and most EU Member States.

The study was conducted at the European level as part of the project SUBLIME – SDGs Unite Border Communities as Leaders of Inclusiveness, Mobilisation and Empowerment, contract no. NDICI CHALLENGE/2023/448-265, co-financed by the European Union through the EuropeAid program.

The research approach included a series of interviews with key representatives from public institutions and non-governmental organizations at the national and local levels, particularly in the municipality of Tulcea, Tulcea County, and the Dobrogea region, as well as data collection through desk research.

The main themes addressed in the study included:

  • relevant local and national policies for sustainable development in Tulcea County concerning gender equality
  • the level of implementation in Tulcea County by local authorities of the EU Gender Equality Strategy 2020-2025 and GAP III: Gender Action Plan – placing women’s and girls’ rights at the heart of global recovery for a gender-equal world
  • sustainable development initiatives and policies promoting gender equality adopted by local authorities in Tulcea County
  • the progress in Tulcea County towards achieving SDG 5.c: adopting and strengthening policies and legislation to promote gender equality and the empowerment of all women and girls
