EN.CO.P – ENgage, COnnect and emPower citizens living in the border towns of Europe

Novapolis Association – Center of Analysis and Initiatives for Development directly contributes to the implementation in Romania of the European project ENgage, COnnect and emPower citizens living in the border towns of Europe – EN.CO.P, no. 101249545, call CERV‑2025‑CITIZENS‑TOWN‑NT, in which Lumina Commune is an official partner alongside municipalities and organizations from Italy, Austria, Greece, Hungary, Malta and Poland. Through its action pillars –ENGAGE – CONNECT – EMPOWER– the project aims to reduce the geographical and institutional marginalization often faced by border localities and to bring the policies and values of the European Union closer to the practical realities of citizens. The EN.CO.P project focuses on strengthening local capacities, building European networks and promoting civic participation in border territories. The project brings together a network of eight border and island communities from seven European countries, stretching from the Mediterranean Sea to the Baltic Sea and the Black Sea: Wronki (Poland), Traiskirchen (Austria), Straß in Steiermark (Austria), Kásád (Hungary), West Lesvos (Greece), Msida (Malta), Lampedusa & Linosa (Italy) and Lumina (Romania). The project leader is the Border Towns and Islands Network from Italy. In Romania, the Novapolis Association provides the Lumina Municipality with technical, methodological and operational assistance within the project and actively contributes to organizing needs assessments, facilitating training sessions and mobilizing local stakeholders – public officials, civil society organizations, youth, women and citizens. Project activities include thematic workshops, three‑day local events, European‑level events and participation in transnational meetings dedicated to exchanging good practices. Through close collaboration with the Lumina Municipality, Novapolis supports the development of a shared vision for an inclusive, resilient community connected to European networks, contributing to transforming local challenges into opportunities for sustainable development and democratic participation.
