Authorities and NGOs gathered in Constanța for the advocacy seminar “The Role of Public Authorities and Multi-Stakeholder Cooperation in Supporting Ukrainian Refugees in Romania”
On September 19, 2025, the Novapolis Association – Center for Analysis and Initiatives for Development organized the advocacy seminar titled “The Role of Public Authorities and Multi-Stakeholder Cooperation in Supporting Ukrainian Refugees in Romania.”
The event took place in Constanța as part of the project ConstantaAID4Ukrainians: Support for Ukrainian Refugees and RTTs in Constanța and the South-East Region, K-ROM-2022-4068, implemented between September 1, 2022, and December 31, 2025, by the Novapolis Association with financial support from Diakonie Katastrophenhilfe.
A space for dialogue and collaboration, the seminar brought together representatives from local and central authorities, non-governmental organizations, international institutions, and featured contributions from Diakonie Katastrophenhilfe, the General Inspectorate for Immigration Constanța, the Regional Center for Accommodation and Procedures for Asylum Seekers – CRCPSA Galați, UNHCR Romania, the County Employment Agency, the General Directorate of Social Assistance and Child Protection, the Center for Public Innovation, and the Baylor Black Sea Foundation Constanța.
Participants discussed the challenges and solutions identified in supporting Ukrainian refugees, with a focus on social inclusion and inter-institutional cooperation. Topics included public policies for refugee support and integration, the role of local administrations and NGOs in managing the humanitarian crisis, best practices in collaboration between authorities and civil society, testimonials from beneficiaries of temporary protection, and the results from the ROUA Center Constanța, managed by Novapolis through the ConstantaAID4Ukrainians project.
The event featured networking sessions and interactive debates, offering participants the opportunity to identify new action paths and strengthen local partnerships.
The ConstantaAID4Ukrainians project aims to support Ukrainian refugees and people in transit in the South-East region through assistance services, integration efforts, and advocacy initiatives.
